Directions for improving the legal regulation of state scientific and state scientific and technical expertise

Abstract

The article specifies the main directions for improving the legal regulation of state scientific and state scientific and technical expertise. The need to consolidate at the legislative level the mechanism for attracting highly qualified specia­ lists during working hours to exercise their powers as members of state expert councils, as well as to appear upon invitation as an expert, participate in meetings of the section or bureau of expert councils is considered. The rationale is given for the fact that the activity to ensure the conduct of state expertise for all persons involved in these events is an integral state responsibility. The need to adopt the Code of Professional Ethics of Experts in the Sphere of State Scientific and State Scientific and Technical Expertise is considered, the basic principles and rules of professional conduct of a state expert are disclosed, the expert’s attention is focused on the need to provide reliable, complete and substantiated expert opinions, conscientious fulfillment of their professional duties, taking all necessary measures for timely and high­quality consideration of the exa­ mination materials.
