Paradigm of innovative development of physical culture and sports in the Republic of Belarus

Abstract
The article verifies the hypothesis that the development of the sphere of physical culture and sports is characterized by the growth of results in highperformance sports and the strengthening of public health through physical culture, which at the present stage cannot be achieved without the introduction of innovations. The construct of innovative development of the sphere of physical culture and sports is substantiated. Based on the antithesis of points of view on innovative development as a process, the concept of “innovative development of the sphere of physical culture and sports” is given. A mechanism for state regulation of innovative development in the sphere of physical culture and sports is developed, with the allocation of stimulating functions of executive authorities. Practical recommendations are given for improving the labor legislation of the Republic of Belarus in the direction of improving the system of remuneration in organizations in order to ensure innovative development of the sphere of physical culture and sports.
